17 años después...
Ya no queda nada del viejo Panem en donde los distritos no sólo se morían de hambre, si no que después de los juegos del hambre donde participo Katniss Everdeen y donde comenzó una rebelión en contra del capitolio. La bayas que ella había sacado de u bolsillo para "Suicidarse" con Peeta resultaron para convertir la paz que reinaba en una guerra civil, donde Katniss se convirtió en el Sinsajo.
Ya 17 años después, y con el mando de la presidente Paylor, Panem a cambiado drasticamente, los distritos ya no sufren de hambre, ni de dolor debido a que Beetee ha creado unos buenos medicamentos y gracias al libro que Peeta y Katniss sacaron donde muestran las hierbas que pueden usarse para medicamentos, han obrado milagros.
No es necesario implementar agentes de la paz, aunque todavía existen soldados que están al pendiente de todo. Al reinar la paz, no es necesario regresar a los juegos del hambre, esa guerra que sólo permitía a un tributo seguir con vida. Todos los horrores del pasado han quedado allí.
Pero Octavia Hellmork, siete años atrás y después de sufrir en carne viva los terrores del ex- Panem, decide que la historia debe quedar vigente en la memoria de todos los jóvenes y crea el Instito nuevo Sinsajo, donde sólo podrán ingresar alguno de los mejores que sean aptos para prepararlos como soldados en caso de que surja una nueva guerra, aunque esto es un secreto.
En está escuela, no sólo se le enseñará al alumnado a utilizar técnicas propias de un soldado, si no que además se estudiará todo lo que se requiere para un joven. Así como también habrá los nuevos Juegos del Hambre, donde los estudiantes jóvenes podrán sentir en carne propia lo que sintieron los campeones y los jóvenes que murieron en vano.
